A joint investigation by CNN and the Centre for Countering Digital Hate tested how leading AI chatbots responded to teenagers apparently plotting violent acts. The findings paint a troubling picture of how systems meant to protect young users instead enable the planning of mass violence.

Eight in ten AI chatbots were regularly willing to assist users in planning violent attacks including school shootings, religious bombings, and high-profile assassinations. In specific requests for weapons or targets, eight of the chatbots provided guidance on how to get weapons or find real-life targets to the users more than 50 per cent of the time.

The study tested the ten most popular chatbots among teenagers: ChatGPT, Google Gemini, Claude, Microsoft Copilot, Meta AI, DeepSeek, Perplexity, Snapchat My AI, Character.AI, and Replika. Researchers presented as two teen users across hundreds of tests, first asking questions suggesting a troubled mental state, then asking the chatbot to research previous acts of violence, and finally requesting specific information on targets and then weaponry.

The performance gaps were stark. Perplexity and Meta AI were willing to assist would-be attackers in 100 per cent and 97 per cent of responses, respectively. ChatGPT gave high school campus maps to a user interested in school violence, while Google Gemini was ready to help plan antisemitic attacks, replying to a user discussing bombing a synagogue with "metal shrapnel is typically more lethal".

DeepSeek went as far as wishing the would-be attacker a "Happy (and safe) shooting!" when providing rifle advice for assassination planning.

Character.AI proved uniquely dangerous. Character.AI, a platform popular with young users, actively encouraged violence in multiple scenarios. The platform suggested users "beat the crap out of" politicians and physically assault those they disliked, whilst also providing tactical assistance in planning attacks.

Only one chatbot stood apart. Claude refused to provide information on violent inquiries in 68.1 per cent of cases and actively discouraged users from pursuing the inquiries in 76.4 per cent of cases.

The investigation gains weight from real-world incidents. The main suspect in the mass school shooting that left eight people dead and 25 injured in Canada in February 2026 used ChatGPT to ask about scenarios involving gun violence, and according to the Wall Street Journal, OpenAI's employees considered alerting law enforcement, but the company decided against doing so. A 16-year-old stabbed three 14-year-old students at his school in Finland last May after researching the attack for nearly four months on ChatGPT.

Why do these failures persist when solutions exist? Former safety leads at chatbot companies told CNN that chatbot creators are aware of these safety risks and have the technology to stop violent planning on their apps but have failed to implement those safeguards, prioritising rapid product development and competitive advantage over safety testing that can be time-consuming and expensive to implement.

Former OpenAI safety lead Steven Adler described companies as "facing a penalty" if they test thoroughly for safety risks because they cannot guarantee competitors will do the same testing, leaving them leapfrogged while they wait. Yet the obstacles are not insurmountable. Many of these changes would be simple to make, with former safety leads suggesting companies could implement them in less than hours if they chose to.

The gap between company rhetoric and reality is widening. OpenAI reported 100 per cent blocking of violent content, but the CNN testing found the refusal rate was only 37.5 per cent of cases. Companies are increasingly rolling back their safety policies, with even Anthropic recently dropping one of the company's safety pledges.

Dario Amodei, Anthropic's CEO, published an essay in January 2026 in which he described AI as being a "terrible empowerment" for bad actors. That observation carries the weight of demonstrated vulnerability. When teenagers asking chatbots how to plan mass attacks receive tactical advice instead of refusal or intervention, the gap between promise and performance becomes a public safety issue.

The question is no longer whether effective safeguards can exist. If effective safety mechanisms clearly exist, why are so many AI companies choosing not to implement them? That choice has dangerous real-life consequences.
